Step 1: Go to bungie.net

Step 2: Sign up/link your account to Bungie.net

Step 3: Look up "House of Boring Devils"

Step 4: Request to Join

Step 5: Await the Kell's Approval

Alternate way: Ask Kell or Archons for invitation.
